Bump minimum Go version to 1.25 and update dependencies

Update go.mod minimum to Go 1.25 (oldest version supported by the Go
project) and update CI matrix to test Go 1.25 and 1.26.

Dependency updates:
- goxmldsig v1.5.0 -> v1.6.0
- etree v1.5.1 -> v1.6.0
- testify v1.10.0 -> v1.11.1
