Option to show semver constraints in `cargo tree`

Problem

cargo tree currently produces the following output:

test1 v0.1.0 (/home/user/test1)

This lacks information about the version constraint that the dependency had to satisfy to be resolved.

Proposed Solution

Adding a flag to cargo tree that produces version constraint information, where enabling it would produce different output:

 test1 v0.1.0 (/home/user/test1)

+|-- clap v4.5.50 satisfies ^4.5.50
-|   `-- clap_builder v4.5.50

Instead of adding an explicit flag, this could be also provided as a new format-string {v} or {c} such that

I think this is a great idea and would indeed be quite useful.

I thought I'd give it a try and it was surprisingly simple to add, here is a draft PR: #16192.
I'll wait before switching to in-review since this has not been accepted yet.
