admin upgrades gets stuck on Loading...

If as an admin you visit the Upgrades page of some other project, it's pretty much stuck at "Loading...".  If you refresh the browser, sometimes it shows something.

This seems to have been broken, either due to the new pay-as-you-go upgrade functionality, or due to refactoring upgrades out from settings.  In any case, it makes certain admin activities impossible.
