Description
If the current balance is negative, charge the user for outstanding balance.
If it is positive - we do not offer refunds and have no plans to do so. We also have no intention to expire credit balance. Users should be able to delete their accounts if they really want to, but I think that a non-trivial positive balance (e.g. bigger than the minimum charge or a half of it) warrants yet another warnings and explicit confirmation from the user that they are willing to lose this credit.
Maybe mention that it is possible to transfer credit to another account using a voucher.
