Publishing dialog does not fit on the screen

This window is maximized on a big monitor. Surely it should be possible to fit all controls on this area and avoid scrolling:

It gets even worse if I put this window on a quarter of the screen (i.e. on "just" 13.5" diagonally):

Note that the publishing box does not scroll to display the "Finish" button completely (and this button is actually present in two copies on the page). There is also no way at all to scroll to the list of files.
