improve compute server stop hover text UI

Suggestion:

My suggestion to make it more clear for users is to edit the message that appears when hovering on the button Stop by adding the "while stopped" in the text just like in the documentation. Or maybe add both costs (while running/ and while stopped) next to each other.

The point is to make it extremely clear that there is some cost for storage while the compute server is stopped.

I thought about it and your changes that explicitly list the stopped cost (which do not seem to be deployed yet). This is the current state:

How about displaying both costs at once, per hour and per month (in substantially different font sizes), while removing part of the explanations:

When "Ephemeral disk" is selected, the second cost may change to "Cost while deprovisioned $0" and the bottom comment about deprovisioned may be removed too, but that's cosmetic.
