Running balance on statements does not take into account cutoff properly

The balance at cutoff when viewing statements should be the last balance shown on the top line. Instead the top line shows zero and then the bottom one shows the cutoff balance with opposite sign. This is what a user sees starting from the first/oldest statement:

since the oldest one only has one charge, the balance after it becomes negative, not zero. The next statement starts neither with 0 nor 226, but 39, which is the cutoff balance of the second statement. Note that the list of all transactions, without breaking down into statements, is correct.

Actually, I played with my account - it seems that the top balance of any statement is shown as the CURRENT balance, and then the rest of the numbers are working. This is not critical as everything is working, but it also means that statements are very likely to be wrong for a whole lot of people and it is quite concerning for those who do pay attention.

This bug makes it impossible to reconcile accounts when there is a mess in the records. Fractional cent transactions may also contribute, but when there is no concept of a "balance on a certain date", there is no reference point unless someone starts from the very first transaction on the account. Float32 issues are also likely to create problems for large scale users - we can throw in extra credit if the rounding is not in user's favour, but it does not help with tracking where the funds go, it may even make it more confusing...

To make things worse - I actually cannot see the full list of transactions - probably there is a limit on the number of transactions that can be shown and because of numerous compute server transactions the big ones are trimmed as well..

This is still the case with the new payment system and some modifications to how balance is handled. The cutoff balance has to be computed when the statement is generated and stored with that statement, I think. Right now it is very unclear what it is supposed to mean and whether it is computed correctly or not.
