custom smarty templates not processed when on certain modules

Issue

When using the Home, Leads, and other modules, the custom _headerModuleList.tpl isn't picked up with custom QuickCreate links.
They only appear after viewing the accounts module with ajax

Possible Fix

no possible fix discovered,

core theme files need to be replaced for customisations to take affect

Steps to Reproduce the Issue

1. add custom links to quick create
2. update to 7.14.2 or 7.14.4
3. view Home, Leads, or other modules
...

Context

Users can no longer use the quick create links without replacing core theme files
