Repeated attributes in build.pom files should move to library.root

These attributes are repeated (with the same values) for each BUILD.pom file that lives under the same LIBRARY.root:

• group_id
• version
• version_increment_strategy
• change_detection

Instead of repeating these in each BUILD.pom file, they should be settable once in the LIBRARY.root file.
