Add documentation stubs in Salt Repo for removed code

We need to create stubs in the Salt repo for code that has been moved to the holding repo.

Starting with the Salt 3008 release, some modules you’ve used in the past may no longer be included in Salt itself. These modules have been moved to community support and are now maintained by the open source community. They are no longer part of the Salt core and have been moved to a holding repository:

Community Extensions Holding Repo

Community members can adopt and maintain these modules as Salt extensions. Some extensions have already been created, but many are still awaiting adoption.

If a module you’ve relied on is missing in Salt, check the holding repo.

Community-maintained modules will be published as separate Salt extensions (see Salt Extension Index).

You can contribute by maintaining or helping maintain a module important to you or your organization.
