Go to Settings > Battery > Background usage limits > Sleeping apps, and add Device Services if it allows.
Or under Device Care > Battery > App usage, restrict it manually if possible.

Yeah bruh , Android 14 update on Samsung has restricted users from force-stopping or disabling it.

Alternative Way to Limit Device Services
Settings → Battery & device care

Tap Battery > Background usage limits > Add “Device Services” to: Sleeping apps or Deep sleeping apps (if possible)

This won’t force stop it, but it will limit its background activity, which is often what users want anyway. As far as I know.

You cannot bypass this unless you root your phone (which voids warranty and isn't recommended unless you're experienced)
