[CRM/OA][Infra] - Terraform

Description

The goal of this is to tear down everything in AWS. Rebuild it with this new system. So we have an easier way to view everything.

• Re-create all infra we have in AWS.
• Point everything at new services
• Teardown all the old services

What to take down:

• ECS
• RDS
• S3
• VPC

IAC allows us to easily spin up a production and staging environment with AWS services. This means Vercel will be deprecated as part of this issue.

Acceptance Criteria

• All services are taken down and re-created properly
• All security group rules remain consistent
• Env and service related changes all point to the Terraformed services
• Documentation is provided throughout the YAML file
