What permissions does my app need to work?

Trying to spin this up and not finding any subscriptions, maybe because I'm not using the right permissions in my app on the azure side?

You should be able to use any app service that has a read RBAC role on the subscription for them to show up. If you use az login or Connect-AzAccount, do you see the subscription?

I didn't, no. I eventually got it to work by running:
az role assignment create --assignee <> --role Reader --scope /subscriptions/<>
