Expose options for Netapp Volume Encryption

We are unable to assign customer managed keys to the Netapp volumes when deploying HA.

Describe the solution you'd like

We would like to add a resource for azurerm_netapp_account_encryption to be enabled before the creation of the Netapp volumes.
