cannot access 'sbt/bin/sbt' on windows-latest

With the latest Windows runner we started to see this failure today:

Setup PATH

  ls: cannot access 'sbt/bin/sbt': No such file or directory
  Error: Process completed with exit code 2.

It's trying to use forward slash, which means RUNNER_OS is not set to Windows?

Interesting finding: I manually removed all chaches for all Github actions and it worked again.
Maybe the caching on Windows fails because we run windows-latest and windows-11-arm (ci matrix) but the cache key stays e.g., Windows-sbt-2.0.3-1.5.2 (no platform specific key in it).

The tooling cache section looks like this:

so I guess we can get into a trouble if $RUNNER_TOOL_CACHE changes, depending on how the cache is created?

What we can observe is, cache restoration itself succeeded in C:\hostedtoolcache\windows\sbt\2.0.3 using tar and zstd:

I don't know if that really fixes the situation either.

Looking at actions/cache#1622, maybe you were on to something with Intel vs ARM.
