Shift Check-in log

There have been a few instances where people were swapped out during a watch/security shift and a new person signed in. Binder only has the most recent check-in now, making them appear late. We should have a check-in log of people who were swapped out as this allows us and booth chairs to verify people were at the shift.

This also allows us to more easily note if someone left early (i.e. If a shift ends with "empty" check-ins, Binder could ask the coordinator if they left early with permission, without permission, or were a no-show) and create a charge accordingly. This goes with #203 (Automated Charges).
