We don't need to do this super early in the 27 cycle, but we shouldn't wait until 27 is already final, either.
27 can replace 26, to conserve space.
As per discussion on #1735, we could also consider dropping JDK 17 at the same time in order to conserve space. My guess is that it's not really necessary, and we could always drop it later.
