Deduplicate logic of printing from Signatures.scala and ShortenedTypePrinter.scala

Description

The logic handling printing of signatures is duplicated in both Signatures.scala and ShortenedTypePrinter.scala. It is now hard to maintain and signatures in signature help are incorrect. This should resolve issues with labels in Signature Help
