Display bloop errors more prominently

Is your feature request related to a problem? Please describe.

Currently when bloop is getting an error when compiling (eg. compiler crashed), it sends an error message at onBuildLogMessage and health check for metals will flag yellow. The actual error message can be found on hover for the health check or by finding the actual report.

Describe the solution you'd like

Can we display such errors better in a more visible ways for users? For example, publish a diagnostics on vscode that is pointing at the actual report file.

To reproduce, put this macro in one build target.
