User defined "New Scala xxxx" template

I think the current defaults are hardcoded, so when I "New Scala Class", I get a template with braces, which I then have to delete if I want to use the braceless syntax.

Allow users to override the built-in defaults.

Thanks for reporting! This should be quite easy to do, we can check what is the version used in the current target, for Scala 3 use braceless syntax unless an option disabling it is specified
