Xcode 15 String Catalogs support

Hi,

In WWDC23, Apple has announced String Catalogs, that is going to replace .strings in iOS and macOS.

Is there any plan to support String Catalogs?

I currently have no plans to add support for string catalogs, but would happily look at any pull requests that come in.

I've looked into this format and created a .xcstrings formatter over at my fork: https://github.com/Jacksoor/twine

Ultimately, I've found this format is not a good fit for twine for these reasons:

1. Twine is inherently architected to handle each language as a separate file, you can work around this but I'm not sure it's worth it.
2. Plurals are not supported by twine Support plural forms #46, supporting substitutions would add another layer ontop.
3. Supporting platform variations is going to require extra information which is only relevant to this format. This could work by using tags but as I understand it, tags are not supposed to be used to differentiate the same keys by platform.
4. Even though the .xcstrings file contains all translations for all languages, crucially it does not define which languages are available, this is defined in the Xcode project settings...
5. Xcode will compile the catalog to .strings files when building anyway, so why bother with this format if your plan is to only maintain the twine file.

Lastly I don't think the demand is there for this tool, personally I'm going to look for alternatives.

Recently, I started exploring the Twine tool for translations. After the installation, when I tried the command to create twine.txt file from strings.xml, I couldn't able to create or import the keys. Later, I came to know that the version under gem is different from the command in the readme file. Could you provide the reference to get the latest version and its relevant documentation for the same?
