feat: Automated versioning with each commit

Description:
Implement an automated versioning system that updates the version with each commit. This will ensure version numbers are consistently managed and incremented.

Tasks:

• Integrate an automated versioning tool (e.g., semantic-release).
• Configure the tool to update the version number with each commit.
• Ensure the version number is correctly reflected in all relevant files.

Status update (2026-02-13):

Manual semantic versioning is now in place (v0.28.0):

• Single source of truth: plasmicheck/version.py
• Hatchling reads it dynamically via pyproject.toml
• First GitHub release + annotated tag created

Remaining work for this issue (automated versioning):

• Integrate python-semantic-release or similar in CI
• Auto-bump version on merge to main based on conventional commit messages
• Auto-generate changelog/release notes

Note: #4 (basic semver) has been closed as resolved. This issue now specifically tracks the automation aspect.
