When scrolling vertically with the mouse, the scrollbar doesn't unhighlight.

Tested in chrome and firefox, with the examples in the examples section of this project as well as locally.

Expected Behavior

The vertical scroll bar unhighlights when the mouse button is released and the pointer is moved away from hover.

Current Behavior

The vertical scroll bar remains highlighted.

Possible Solution

No insight. I've noticed that the bug is inconsistent and sometimes the scroll bar will unhighlight if you pause before releasing the mouse button. Sometimes the scroll bar will flicker unhighlight and then rehighlight again. The issue doesn't exist on the horizontal scroll bar.

Steps to Reproduce (for bugs)

1. Click the vertical scroll bar
2. Move the vertical scroll bar and release the mouse
3. Observe the vertical scroll bar
