Build via setup.py fails at ov_utility.cpp

I am using a powershell script to build PyMOL using the setup.py

The build always fails at ov_utility.cpp with just the error "error: command 'C:\Program Files\CMake\bin\cmake.EXE' failed with exit code 1"
