BUG: release job should depend on the test job

Apparently we let the upload run while the test workflow is not yet finished. In practice this is not exactly an issue as I have ensure the CI is all green before tagging a commit, but this should be more robust.

Release and CI workflows run independently. There is a testing step in Release workflow, so upload would have been skipped if tests failed.
