Catch NormPlusShape systematics with symmetrization and normalization effects greater than 100%

A NormPlusShape systematic that is normalized with a one-sided variation greater than 100% will cause the symmetrized version of the normsys modifier to have a negative value. This should be caught within cabinetry.
