Set float precision on output jsons

For tests to run in a reproducible manner on nf-neuro, we need to set float precision. This happens, but is not limited to, scil_bundle_shape_measures.py. We can acheive this quite easily, by writing an Encoder for json, that formats only floats up to the precision inputed by the user.
