pip.req has been depreciated

During Installation , after cloning repository and running   $ ./setup.sh
  $ cd components/core/
commands,i got stuck after this command 
  $ sudo python3 setup.py develop
as this is showing that pip.req module is not found which is got depreciated i guess in the latest version pip
