'Information' Icon on Shipyard next to total price has no tooltip

I believe this is a bug. I don't know what it should say but it should either be removed or say something useful about what the gear icon means.

Actually I see that icon is not usually associated with a tooltip, but its use is pretty inconsistent. Sometimes it will produce some popout text when clicked and other times it does nothing. Maybe popout text would be appropriate?

The (I) has no tooltip, the gear has a tooltip that show progress /s and link to shipyard progress page.
