Update scraping tool to gather additional data from other avy centers.

In the past, due to challenges in both lack of api or lack of engagement, we've scraped data from avy center historical archives. This capability could use an update and extended to work against additional avalanche centers (likely needs to be seperate/independent scrapers). Note: For this most part this data is in the public domain (in the US at least).
