Implement Character Limit for Project Titles During Creation and Editing in Web Application

Problem:

In our web application, users can create and edit projects. Currently, there is no character limit imposed on the project title field during both project creation and editing. This leads to excessively long project titles, causing UI issues and negatively impacting the overall user experience.
