not a scratch team member, but i don't think so. though, if you're aiming to make a commercial game in Scratch, you can probably build it off of the TurboWarp fork which is built off of an earlier pre-AGPL version of Scratch, and its runtime is licensed under MPL, so you only need to open-source the runtime itself and only if you make any changes to it. (and it also has a packager)
