Scribus manpage need translations

• We need a README.md page in https://github.com/scribusproject/scribus/tree/master/resources/manpages

In the README.md it should mention:

• How we are translating this manpage (Through Transifex?)
• If someone is interested in translating then who they can contact
• What else?

Other Tasks:

• Add this step in to https://wiki.scribus.net/canvas/Release_management So the devs syncronize this translations pre-release.
