3.x: release workflow does not publish jars

By some reason it push jars to sonatype, but don't release them.
On 4.x, it looks like this:

    [INFO]  * Upload of locally staged artifacts finished.
    [INFO]  * Closing staging repository with ID "comscylladb-1080".
    
    Waiting for operation to complete...
    ................
    
    [INFO] Remote staged 1 repositories, finished with success.
    [INFO] Remote staging repositories are being released...
    
    Waiting for operation to complete...
