shouldn't run scylla-doctor on non-root artifact tests

issue https://github.com/scylladb/field-engineering/issues/2254 was fixed, but not yet in any release of scylla-doctor

this issue is to control that part in the artifact test

please close it, after validating those test/checks can work on non-root variant
