[SCT] Test blacklisting of system_distributed.cdc_generation_descriptions

Follow the comment https://github.com/scylladb/scylla-enterprise/issues/4551#issuecomment-2283366205 and implement the test that will check system_distributed.cdc_generation_descriptions blacklisting.

Assigning refinement label.
Need to discuss on which side to implement this fix. Since we are not investing much into new dtests for manager, it makes sense to do it in integration tests.

We are missing tests that are creating backups on old versions of Scylla and tries to do the restore after upgrading cluster to the newest version of Scylla.
