Schema version mismatch

The schema version should be the same on all nodes, if it's not CQL operations will fail.

@slivne from what i can see, while an operation can fail, it will fail on the client side, scylla does not know that there is a schema mismatch.

We can identify it using the RestAPI and the CQL so I'm postponding it to advisor 1.1
