Add Heap Analytics for Grafana usage in ScyllaDB Cloud

• Ability to enable Heap Analytics using a js include for ScyllaDB Cloud monitoring only. ScyllaDB Cloud already uses Heap today for UI analytics.

@amnonh I invited you to the Heap app.
The first step here is to understand if you can add the Heap generic script snippet to the ScyllaDB Cloud Monitoring instance:

If the above works, the next step besides applying the above would be to call the identify method from the client header in order to identify the current Scylla Cloud user, by passing it the scylla cloud user id. Question is, whether you have access to this user id from the Grafana context you are adding this to. Maybe @omrivardi can advise
