Please add tool tip information for each one of the on-off selectors on the top of screen

Describe the feature and the current behavior/state.

Currently there are [on-off] selectors on top of screen from each Dashboard such as:

• Task
• MV
• Ops
• Streaming

These 4 are the more relevant in terms of requiring a more detailed description of what's being added / removed when using this switch selector

since the other selectors below are more descriptive already of what they will show.

• Stall detector
• node restart
• Schema Changed
• hint write and hint sent

Who will benefit with this feature?

End users don't have the understanding of what's being enabled or disabled, and the time to refresh the whole screen encompassing
all charts is considerable, therefore it would be convinient to have a "tool tip" or mouse over info displayed so that end-user is aware of what is selecting.

This is not supported by Grafana; it's not a bad idea, but the chance of them adding it is low

@amnonh How can we otherwise get this information in to the UI? Tooltip is a suggestion, but clarity on what these buttons do is the real issue
