Unify local csi-driver-manifests in our repo

Now that we no longer really, we have 2 sets of identical manifests:
a) ./examples/common/local-volume-provisioner/local-csi-driver/
b) ./hack/.ci/manifests/namespaces/local-csi-driver/
which we should unify. also a) still contains the deprecated naming.

I propose to move it all to deploy/local-csi-driver, use it as a default path in ci-deploy and update docs and release repo accordingly.
