What should the feature do:
Our e2e should make sure scaling and decommissioning is robust. In addition to our existing tests we should make sure that we can adjust the scale before the previous scaling completes. Either by covering the decommissioning case or by one simple case and random scaling test. We should also test scaling back and forth.
