[Docs] Add "Review Release Notes" Section to Upgrade Documentation

To improve the Scylla Operator upgrade documentation, we should add a "Review Release Notes Before Upgrading" section at the beginning of the upgrade guide. This ensures that users check for any breaking changes, new features, or upgrade requirements before proceeding with the upgrade process.

In addition, include a link to the ScyllaDB Release Notes.
