Ensure that CI publishes certified images for Core & Manager

This is a tracker to ensure that the images for Core & Manager built after

• Move to UBI based container images for Scylla Manager containers scylla-manager#4242
• https://github.com/scylladb/scylla-pkg/issues/4858

get their certification (preflight) reports published automatically (by CI) to the Red Hat Connect portal.

Acceptance criteria

• CI for Core pushes certification reports for Core builds (pre-releases and releases, possibly also for dev builds)
• same thing for Manager

The Scylla Operator project currently lacks enough contributors to adequately respond to all issues.

This bot triages un-triaged issues according to the following rules:

• After 30d of inactivity, lifecycle/stale is applied
• After 30d of inactivity since lifecycle/stale was applied, lifecycle/rotten is applied
• After 30d of inactivity since lifecycle/rotten was applied, the issue is closed
