[Asymmetric io_uring backend] - Take in consideration NUMA when distributing the workers

The algorithm to assign worker cores to shards is as follows:

We'll probably have to revise it for NUMA. Nothing says we have to have NUMA nodes of equal size. But it's enough to start with.
