Back to Top link in README not working

Description:
The "↥ Back To Top" link in the README does not work as expected.

Steps to Reproduce:

• Open README.md on GitHub.
• Scroll down and click on "↥ Back To Top".

Notice that the link does not scroll back to the top section.

Expected Behavior:

• The "Back to Top" link should scroll back correctly to the Index section.
