processing the file now using powershell to organize each setting by line - this is a big commit and will show all kinds of changes, but it's effectively the same data with a new format that should be easier to diff in the future.

added DoNotAutoTrackEmail
and changed default of: BUIdsCountBeforeUsingSubqueryForPostsSecurity to: 500 to match new default value
