[Feature]: Clone https://osv.dev/ on installation and add Watcher

Problem Statement

Many calls are being made to osv.dev it would be easier having the osv database in clickhouse itself.

Proposed Solution

Clone on installation + add a Watcher to get latest Files Each hour
