Add guidelines for project board tasks

Like who's responsible for moving which PRs and issues, to which panes, and when they should be moved. Could make sense to include in iterations/during.qmd

For example:

• Make sure to move your own PR's into "In review" when it's ready to be reviewed by your team members.
• Keep issues related to a PR in "In progress" even though the PR is "In review" to:
  1. keep the "In review" pane cleaner and
  2. avoid having to move the issues back and forth between "In progress" and "In review" with the PR (since if team members request changes, the PR will return to "In progess", but the related issues will not be moved automatically).
• Check on your own part of the board: Close any issues that should have been closed but are still open.
• Keep discussion issues in the "In review" pane, so it's easy for all team members to see, and assign it to someone so they're responsible for moving the discussion forward.
