How to disable phone backup?

I'd like to use wifi thetering, but my phone says it's impossible because phone backup is enabled. I tried to disable it, but it was not enabled in the first place and now, it is enabled with no apparent way to disable it.

What ROM and what Seedvault version are you using? Can you post a screenshot of seedvault settings with no way to disable app backups?

Are you sure this isn't maybe a translation issue? AOSP can be messy, this makes no sense to me... why would one affect the other
