Merge static csv with percedure results fails because static csv read as pandas Series

if we have

```
    - id: fao-fixture
      key: "geo, year"
      data: ddf--datapoints--wooremov--by--geo--year.csv
```

and we try to merge this with another ingredient, this will fail

AttributeError: 'Series' object has no attribute 'columns'
